El marco jur\u00eddico que regula las VTV (art 16 Ley 13.927 y Decreto 4103\/95)<br \/>\nEs una facultad del PE provincial (si hubiera voluntad, ni siquiera har\u00eda falta una ley, con un decreto modificatorio del vigente 4103\/95 se podr\u00eda incorporar a los municipios) y\/o de la Legislatura. VTV es un negocio de entre 4-5 mil millones de pesos<!--more--><br \/>\nVTV<br \/>\nVERIFICACI\u00d3N T\u00c9CNICA VEHICULAR<br \/>\nLA \u201cVTV\u201d TAL COMO EST\u00c1 CONCEBIDA, NO TIENE BENEFICIO CONCRETO PARA LOS CIUDADANOS, Y LA APTITUD T\u00c9CNICA DEL VEH\u00cdCULO NO TIENE INCIDENCIA RELEVANTE EN SINIESTROS VIALES, LAS PLANTAS DE VERIFICACI\u00d3N SON VENTANILLAS DE RECAUDACI\u00d3N QUE TIENEN CAUTIVOS A LOS CIUDADANOS, IMPONI\u00c9NDOSELES TARIFAS Y AUMENTOS ARBITRARIOS, ARGUYENDO COSTOS DE LOS CUALES SE DESCONOCE SU COMPOSICI\u00d3N, LAS CONCESIONES HAN CADUCADO, Y ES EL MOMENTO DE RECONOCER A \u201cLOS MUNICIPIOS\u201d, DESENTRALIZANDO UN SISTEMA PERVERSO Y ACERCARLO A SUS NATURALES BENEFICIARIOS, GENERANDO UN RECURSO GENUINO PARA LAS ARCAS MUNICIPALES.<br \/>\nLOS ACCIDENTES Y SINIESTROS EN LAS RUTAS TIENEN VARIAS CAUSAS, DADO QUE SE TRANSITA EN RUTAS ANGOSTAS, QUE HACE CURENTA A\u00d1OS QUE NO SE AMPL\u00cdA LA RED VIAL Y \u00c9STA TIENE UN DISE\u00d1O CONCEBIDO HACE NOVENTA A\u00d1OS, EL PARQUE AUTOMOTOR CRECI\u00d3 EXPONENCIALMENTE EN LAS \u00daLTIMAS D\u00c9CADAS Y SE EXTIENDEN LICENCIAS A PERSONAS CON CERO HORAS DE EXPERIENCIA, SUMADO A LA AUSENCIA DE POL\u00cdTICAS DE EDUCACI\u00d3N VIAL\u2026 LOS SINIESTROS VIALES SON PRODUCTO DE LA IMPERICIA E INFRAESTRUCTURA OBSOLETA.<br \/>\nENTONCES, CUALES SON LOS ARGUMENTOS PARA NO TOMAR LA DECISI\u00d3N DE MUNICIPALIZAR SIN DEMORA LA VERIFICACI\u00d3N T\u00c9CNICA VEHICULAR, ES AHORA, PORQUE LOS DERECHOS CIUDADANOS NO DEBEN ESTAR RELEGADOS POR INTERESES QUE YA HAN LUCRADO A COSTA DEL PUEBLO, SI NO SE TOMA ESTA DECISI\u00d3N, ES PORQUE NO HAY VOLUNTAD POL\u00cdTICA<br \/>\n<strong>Ignacio Zavaleta<br \/>\n2923 647466<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Desde el a\u00f1o 2009 venimos proponiendo esta reparaci\u00f3n de Derechos.
